National Planning Policy Framework Consultation

The Ministry of Housing, Communities and Local Government (MHCLG) is consulting on a revised National Planning Policy Framework (NPPF) to boost housing supply—targeting 1.5 million homes over five years—and promote sustainable development, with a consultation closing on March 10, 2026. Proposed changes focus on urban densification,, supporting SME builders, and strengthening infrastructure. 

Key aspects of the proposed revisions include:
  • A strong push for urban development including "grey belt" development.
  • Focus on unlocking development around transport hubs.
  • Stronger requirements for councils to meet housing needs, including addressing unmet need from neighbouring areas.
  • Revisions to policy regarding flood risk and climate change.
